Remote heat meter readings and monthly consumption information – what does the legislation require?

The European Energy Efficiency Directive (EED) is gradually changing the Czech legal environment in the area of heat consumption measurement. Two key laws introduce specific obligations for property owners and condominium associations:

Act No. 406/2000 Coll. stipulates that from 1 January 2027 all heat meters and indicators must be equipped with remote reading. Classic on‑site apartment readings will therefore end definitively.

Act No. 67/2013 Coll. from 1 January 2024 introduced the obligation to inform service recipients monthly about heat and hot water consumption. Information must be delivered within 25 working days after the end of the given month – a shorter interval or an extension of the deadline cannot be agreed.

The obligation applies to property owners, condominium associations and tenants. Information can be made available online via a portal, but the recipient may request a paper form at their own expense.

The changes are not just an administrative burden – they bring greater cost transparency, better consumption control and the ability to react quickly to unusual fluctuations. For owners and managers it is crucial to prepare in time and use measurement digitisation as an opportunity for energy optimisation of buildings.
